CHANGSHA, China — China's push to promote hydrogen fuel cell vehicles shows signs of stalling despite years of generous subsidies.

State oil company Sinopec, which aims to build 1,000 hydrogen refueling stations by the end of 2025, recently said it had 131 hydrogen refueling stations as of June 30.
