SEOUL — The leaders of Japan and South Korea on Friday pledged new cooperation, including working on immigration procedures and emergency evacuations, at a summit that marked a warming phase of their bilateral relationship.

Prime Minister Fumio Kishida arrived in Seoul in the morning for a farewell meeting with President Yoon Suk Yeol. Kishida is due to step down as prime minister in early October after the new leader of the ruling Liberal Democratic Party is elected later this month.
