Myanmar arms civilians as rebels draw closer to Mandalay

BANGKOK/YANGON — Myanmar's military government is allowing selected civilians to carry weapons, sidestepping its public mobilization as fighting in its civil war moves closer to urban areas.

According to reports, in mid-August, the government established provincial and district-level security teams, some members of which are to be armed under the supervision of the central committee.
