Vietnam’s Lam secures chip, oil deals in first U.S. trip as party boss

HO CHI MINH CITY — Vietnamese and U.S. companies signed deals on chips, oil and gas and aviation during a visit to New York by To Lam, who became the first Vietnamese communist party leader to address the United Nations.

Lam, a former security minister who now holds a dual role as president, on Monday called on Washington to lift Nvidia export restrictions on Vietnam and recognize it as a market economy, dodging questions about its old wartime foe, the former South Vietnam.
